Written from one king to another, this is a warning psalm to the political leaders of the world:  Be careful that you think you can overthrow God from his thrown.

It says that the kings of the come together and rise up against the Lord.  It’s not that they are openly trying to dethrone God, but they are denying the reality of God and rejecting his ways.  The rulers of the world do not want the moral restraint of God:

Let us break their chains and throw off their shackles” (Ps 2:3).

Yet man is as nothing to God.  Does man really think he can in a sense overthrow God from his thrown and become the rulers of the universe?  The Lord laughs, scoffs, then rebukes this self-righteousness in His anger.

The Lord says there is only one ruler:  The Son whom He has given authority.

Then David issues a warning to the kings of the world.  Honor God with the respect he deserves or he might get angry.  His wrath is not something you want to be under.  But those who find refuge in him are blessed.
